What weather risks should I plan for when building in San Pedro?

Strong storms with hail and wind have unroofed houses here, as happened in rural areas around San Pedro del Ycuamandyyú in November 2025. River overflows of the Ypané, Aguaraymí and Jejuí have flooded riverside families in several districts, as in December 2016. Roof anchoring, drainage and siting away from flood-prone riverbanks are worth discussing with your designer.

Are roads a problem for construction sites in San Pedro?

Often, yes. The governor said in May 2025 that the departamento has about 8,000 km of roads and most are unpaved, although about 700 km of routes have been paved. In the November 2025 storm rural roads became impassable, so delivery schedules for concrete and materials should allow for weather.

Who approves building plans in San Pedro?

Building permits are issued by each of the departamento's municipalities, such as San Pedro del Ycuamandyyú or Santa Rosa del Aguaray, not by the Gobernación. Requirements differ by municipality, so ask the local municipal office for its current list before you design.

San Pedro had 355,175 residents in the 2022 census and is, according to its governor, the largest departamento in the eastern region, with an economy built on family farming plus large-scale soy, corn, sesame and chia (May 2025). At a March 2025 fair launch the head of Senave cited more than 1.3 million head of cattle and dairy output equal to 20% of the national total. In May 2025 the governor said a 200 km plus agro-industrial road corridor linking toward Belén and Concepción was under construction and that the Hospital del Norte in San Estanislao was out to tender.

Building in San Pedro: What to Know

Storms and river overflows are the main hazards: a November 2025 storm with hail unroofed rural houses around San Pedro del Ycuamandyyú, flooded homes and the hospital grounds in Santa Rosa del Aguaray, made rural roads impassable, and left much of the population without power or cell signal. In December 2016 overflows of the Ypané, Aguaraymí and Jejuí rivers affected about 1,500 families, including 700 brickmakers, in districts including Tacuatí, Nueva Germania, San Pedro del Ycuamandyyú, Santa Rosa del Aguaray and Choré. The governor said in May 2025 that most of the departamento's roughly 8,000 km of roads are still unpaved, which affects material delivery to rural sites.

Why Investors Build in San Pedro

Interest comes mainly from agriculture and agro-industry; the 2024/25 national sesame planting launch was held in San Vicente Pancholo. In March 2025 the mayor of San Pedro del Ycuamandyyú said Chilean businesspeople were looking at dairy and meatpacking projects and US investors at avocado production and processing. The Feria Agropecuaria in Santa Rosa del Aguaray targeted at least 200 exhibiting companies for its November 2025 edition, and Santa Rosa's mayor said in March 2025 that even newly opened hotels and lodgings were nearly full for the fair.
