Who issues building permits in the Central departamento?

Permits are issued by each municipality, not by the Gobernación. Ley 3966/10 Orgánica Municipal, Article 235, requires anyone who wants to build, extend, renovate or demolish to obtain a prior municipal permit and follow the applicable laws and ordinances. The office name varies: Luque uses a Dirección de Obras Particulares and Fernando de la Mora a Departamento de Obras.

Will my property have public water and sewer?

It depends on the city and the street. ESSAP has offices in several Central cities, while other neighborhoods rely on juntas de saneamiento. Sewer coverage is uneven: Fernando de la Mora's mayor reported more than 70% coverage in 2023, while construction of the Lambaré basin sewer project (US$ 165 million) had not started as of June 2025.

How serious is storm flooding in Central?

The Gobernación notes that summer rain often comes as storms that drop a lot of water in a short time. Municipalities publish flood-prone points, for example the 15 risk points listed by Luque in May 2024, and the Arroyo Lambaré overflowed in November 2023. Ask the municipality about the specific street and design site drainage accordingly.

Central Today

Central is the departamento that surrounds Asunción and, together with it, forms Gran Asunción, the country's largest urban area. According to the Gobernación, it had 1,883,927 residents in 2022 (about 30% of Paraguay's population) on only 2,465 km², which makes it the smallest and most densely populated departamento (764 inhabitants per km²), and it hosts more than 56% of the country's industries. Its capital is Areguá, its most populous city is Luque, and population growth since the 1990s has been strongest in the distritos next to Asunción.

Building in Central: What to Know

The Gobernación describes a humid subtropical climate with a mean of 24 °C (32 °C in summer, 15 °C in winter), about 1,400 mm of rain a year that in the hot season often falls as heavy storms, and winter frost mainly in suburban and rural areas. The departamento is drained by the Paraguay River, the Río Salado and streams such as the Yukyry and Itaí, and it contains Lago Ypacaraí and Lago Ypoá; urban streams overflow in torrential rain, as the Arroyo Lambaré did in November 2023, when two soldiers were swept away. ESSAP has offices in cities such as Fernando de la Mora, Itá, Lambaré, Luque, Mariano Roque Alonso, San Antonio and San Lorenzo, while other areas rely on juntas de saneamiento (community water boards); the Gobernación reported water service improvements for three of them (Pindolo, Valle Pucú and Isla Valle) in 2025.

Why Investors Build in Central

ABC Color's 2019 review of the decade lists foreign capital behind large projects in Central, including the Brazilian Bourbon chain's Conmebol Convention Hotel in Luque (2011, US$ 20 million), a paint plant in Ypané owned by the Venezuelan group Corimon (2014, US$ 20 million) and the Terport port terminal in Villeta (2018, US$ 40 million). Developers quoted in 2025 and 2026 say local and foreign investors are turning to Luque and other cities near Asunción because the capital has become saturated and expensive.
