How do I apply for a building permit in Asunción?

The Municipalidad de Asunción processes the Autorización para Construcción de Obras online through the SATI system, so the applicant must first be enabled for electronic procedures there. Plans are uploaded in AutoCAD format and documents in PDF, and signed paper copies are requested by email before the approval resolution is signed. Questions go to the Departamento de Aprobación de Planos of the Dirección de Obras Particulares, Avda. Mcal. López y Capitán Bueno Nº 5556 (Bloque A, ground floor), Monday to Friday 07:00 to 16:00, according to the municipal requirements sheet published in 2022.

What studies and documents does a new building or tower need in Asunción?

The municipal checklist asks for the property title registered at the Dirección General de los Registros Públicos and a favorable Informe de Uso de Suelo para Construir from the Unidad de Ordenamiento Urbano. Depending on size and use, it can also require formwork plans, a geotechnical study, concrete calculations, an excavation plan, a notarial survey of neighboring buildings when digging below their foundations, a traffic impact study (Ord. 359/09) and fire protection (PCI) plans under Ord. 468/14. Work on listed heritage properties also needs an intervention protocol approved by the Secretaría Nacional de Cultura.

Is flooding a concern when buying or building in Asunción?

River flooding is concentrated in the low areas along the Paraguay River, such as the Bañado Sur, Bañado Norte and Chacarita, where thousands of families were displaced in 2014 and 2019. Before buying, check whether the lot sits in or near those riverside zones. The municipal checklist can also require storm water and sewage drainage plans, so drainage is reviewed during plan approval.

Asunción is Paraguay's capital and a single municipality outside any departamento, with 462,241 residents in the 2022 census. Large private projects have concentrated along Avenida Aviadores del Chaco and Avenida Santa Teresa: the World Trade Center (four 20-floor corporate towers, about US$ 80 million) opened in December 2015, and Paseo La Galería (250,000 m² built, about US$ 220 million) opened in May 2016, according to ABC Color. Residential towers keep being added; Fortaleza Carmelitas on Avenida Molas López was announced in June 2023 as two 40-floor towers with 400 apartments and a projected investment of US$ 50 million.

Building in Asunción: What to Know

Low riverside areas flood when the Paraguay River rises. In July 2014, after the river peaked at 7.38 m, about 88,205 people were displaced in the city (EFE, via Última Hora), and in June 2019, after a peak of 7.58 m in late May, the municipality counted about 6,500 families from the Bañado Sur, 4,404 from the Bañado Norte and more than 1,800 from Chacarita in shelters. Downtown, old streams such as the Pozo Colorado, Ycuá Satí and Arroyo de los Patos run under paved streets. Heat matters for design: on 16 October 2023 the city reached 42.2 °C, a record for that date according to the Dirección de Meteorología (ABC Color). New water connections go through ESSAP, which asks for a certified copy of the property title or property tax receipt, the owner's certified ID and a location sketch.

Why Investors Build in Asunción

Foreign capital is visible in the corporate corridor: ABC Color reported in 2019 that Paseo La Galería was built by the Guatemalan group Blue Tower and that Paseo Carmelitas belongs to the Spanish-capital Grupo Byspania. In February 2019 a Raíces Real Estate director told 5días that Argentine, Chilean and Brazilian groups were consulting on projects in the capital. Developers quoted in 2025 and 2026 say Asunción has become saturated and expensive, which is pushing part of the new residential supply to neighboring Luque (InfoNegocios, La Nación).
