Why Invest in Paraguay
10% corporate tax
A low-tax, mainly territorial system: 10% corporate tax, 8% to 10% personal income tax and 10% VAT (5% on real estate sales and residential rent).
Investment grade
Rated investment grade by Moody's (2024) and S&P (2025), with 6.6% growth in 2025 and inflation near 2% in mid-2026.
Residency for investors
The 2026 Investor Pass lets qualifying investors apply directly for permanent residency. Income-producing real estate of USD 200,000 or more may qualify, subject to approval.
Low-cost clean energy
Almost entirely hydroelectric power from Itaipú and Yacyretá, at some of the lowest electricity prices in South America.
Taxes
- Corporate income tax (IRE) is a flat 10%, and dividends carry an 8% withholding for resident shareholders or 15% for non-residents (DNIT, April 2026).
- Personal income tax (IRP) is 8% to 10%, VAT is 10%, and VAT on real estate sales and residential rent is a reduced 5% (PwC Tax Summaries, February 2026).
- The annual property tax is 1% of the cadastral value, which is generally below market value, and there is no stamp duty (PwC, February 2026).
- Paraguay mainly taxes Paraguayan-source income. It is not on the EU's list of non-cooperative tax jurisdictions and has exchanged tax information under the OECD convention since 2022.
Residency
- Under the 2022 Migration Law (Law 6984/2022), foreigners usually hold temporary residency for up to two years before permanent residency.
- Investors with a Foreign Investor Certificate from SUACE (Ministry of Industry and Commerce) can skip the temporary stage and apply directly for permanent residency (Migraciones).
- The 2026 Investor Pass created a real estate track from USD 200,000 for property bought or developed for income, appreciation or rent. Property for personal or family use does not qualify (MIC Resolution 283/2026, via Ferrere, May 2026).
- In the first half of 2026, 15 of the 18 certificates issued under the new tracks were for real estate (Infonegocios, July 2026).
Economy and Energy
- The economy grew 6.6% in 2025 and the IMF forecasts 4.4% for 2026, with public debt around 38% of GDP (IMF Article IV, August 2026).
- Moody's upgraded Paraguay to investment grade (Baa3) in July 2024 and S&P to BBB- in December 2025.
- Industrial electricity costs about USD 41 per MWh, against USD 117 in Brazil and USD 175 in Chile (La Nación, January 2026).
Real Estate and Construction
- Between 800 and 1,000 buildings went up in Asunción in about four years, by industry estimates, and there is no official registry of them (Última Hora, July 2025).
- The market is projected to move about USD 3 billion in transactions in 2026, against a housing deficit of more than 1 million units (La Nación, July 2026).
- Foreigners can own property in Paraguay. Rural land within 50 km of the borders is restricted for citizens of neighboring countries (Law 2532/2005); urban Asunción is not affected.
