Which office approves building plans in Luque?

The Municipalidad de Luque handles plan approval through its Dirección de Obras Particulares, which publishes requirements for construction plans in general and for single-family and multifamily housing. Ley 3966/10 Article 235 requires a prior municipal permit to build, extend, renovate or demolish. The municipality has also been preparing a Plan de Ordenamiento Urbano y Territorial with metropolitan planning bodies, so zoning rules may change.

Which parts of Luque are flood prone?

In May 2024 the municipality named 15 risk points to avoid during heavy rain, including Mariscal López and Curupayty, Benigno González at the railway, Rosario at Matadería and Vergel Luqueño at the turnoff to Yukyry. Blocked storm drains next to Mercado Nº 1 caused street flooding in June 2024. Check the lot against these points and plan site drainage before building.

Where is new residential development happening in Luque?

Developers cite Ñu Guazú and Campo Grande, near the Comité Olímpico and the CIT, as well as Cuarto Barrio and Laura Vicuña. Projects reported in 2026 include Aquaterra near the airport runway, Jardinia near Tape Tuja, Arbolia Luque (241 homes) and Porta 04 Monte Alto (266 apartments). New road works around the airport and toward San Bernardino are expected to change access to these areas.

Luque Today

Luque is the most populous city in Central (259,705 residents in 2022, 152 km² per the Gobernación) and borders Asunción. It hosts the Silvio Pettirossi International Airport, which La Nación calls the country's main air terminal, and the Conmebol area, where the Bourbon Conmebol Convention Hotel opened in 2011 with a US$ 20 million investment; the municipality notes the city's tradition of gold and silver filigree jewelry and of guitars and harps. Press reports from 2025 and 2026 describe new projects around Ñu Guazú and Campo Grande, including the Aquaterra gated community near the airport runway, the República de Luque complex (three seven-level buildings, 162 apartments) near Conmebol and Porta 04 Monte Alto (266 apartments, due in 2028).

Building in Luque: What to Know

An older Gobernación description places Luque on a plain that runs from Lago Ypacaraí to the Paraguay River, without natural barriers against storms. In May 2024, after two people died swept away by storm runoff, the municipality listed 15 flood-risk points for heavy rain, such as Vergel Luqueño at the turnoff to Yukyry, Vapor Cué at Capitán Insfrán and Benigno González at the railway; in June 2024 trash clogged storm drains next to Mercado Nº 1. ESSAP has an office in Luque (Felipe González y Artigas), and the head of the developers' chamber Capadei said in June 2026 that storm drainage, sewer, drinking water and streets must accompany the city's growth.

Why Investors Build in Luque

In July 2025 a Linkea Real Estate director told InfoNegocios that local and foreign developers are looking at Luque because Asunción is saturated and expensive, and that Ñu Guazú and Campo Grande already have towers and artificial-lagoon projects. La Nación reported in June 2026 that an elevated highway is being built from the Conmebol and Bourbon area to the Luque to San Bernardino road, that the Tape Tuja duplication is expected to finish in the first half of 2027, and that a commuter train of about US$ 450 million is planned. The same report says Luque led requests for the MUVH Che Róga Porã housing loan program, ahead of Capiatá and Ñemby.
