Who approves building plans in Villa Elisa, and what do they ask for?

The municipality's Departamento de Obras. Ley 3966/10 Orgánica Municipal, Article 235, requires anyone who wants to build, extend, renovate or demolish to obtain a prior permit from the municipality, and to follow the laws and municipal ordinances. Its published plan requirements (a 2017 list) ask for a single-family house to be submitted with three copies of the construction plan, the sewage plan and, for concrete structures, the formwork plan, plus a quantity takeoff, a sworn statement signed by the professional and the owner, the title deed, a paid property tax receipt and a site plan showing front and side setbacks. Multifamily, commercial and shed projects also need fire prevention plans and a fire department report, so confirm the current list with the office before you file.

Is a lot near a stream in Villa Elisa risky?

It can be. The MOPC's 2025 project for the Arroyo Rosedal was justified by flood risk and a degraded channel, and on Avenida Colonia Elisa runoff eroded the road enough that the municipality closed it in December 2023 and the MOPC built a 7.5 m high retaining wall. Check where the lot sits relative to the Rosedal and Fortín streams and plan drainage and slope protection before building.

Villa Elisa is a metropolitan city on the Paraguay River bordering Lambaré, with 71,383 residents in the 2022 census, up from 53,166 in 2002 (about 34% growth). Recent public works focus on streams, the riverfront and access roads. In June 2025 the Gobernación de Central and the municipality broke ground on the Paseo Costero Virgen del Carmen on Paso Medín near the Paraguay River, with G. 6,954 million from the Gobernación and G. 4,024 million from the municipality.

Building in Villa Elisa: What to Know

Urban streams flood. In May 2025 the MOPC announced work on 832 m of the Arroyo Rosedal, from its confluence with the Arroyo Fortín to Avenida Defensores del Chaco (G. 22,198 million), to reduce flood risk and unsanitary conditions linked to dense settlement and a degraded channel. Runoff also causes erosion: the municipality closed Avenida Colonia Elisa in barrio Mbocayaty in December 2023 after erosion damaged the asphalt, and the MOPC built a stone retaining wall there, 40 m long and 7.5 m high, which was over 70% complete in July 2024. ANDE opened its 220/23 kV Villa Elisa substation in June 2022, adding 160 MW for about 60,000 customers. Water service varies by barrio: in January 2022 residents of barrio Ypati, served by a municipally run water system, reported more than a month with little or dirty water.

Why Investors Build in Villa Elisa

Access to Asunción is the main factor in play. In September 2024 the Chamber of Deputies approved about G. 73,000 million (US$ 9.5 million) to duplicate about 5 km of Avenida Defensores del Chaco, from Avenida Américo Picco to the 4 Mojones viaduct at the Villa Elisa and Lambaré boundary, after both municipalities asked for it because of heavy traffic; the bill then went to the Senate. Avenida Colonia Elisa links Villa Elisa and Ñemby to the Tres Bocas tunnel on Acceso Sur, which opened fully in March 2023 as part of a US$ 24 million junction project funded by a Taiwanese grant, in an area carrying about 45,000 vehicles a day.
