Is city water reliable in San Estanislao?

Not always. ESSAP supplies the city from a treatment plant on the arroyo Tapiracuái, and in October 2024 ANDE cut that plant's power over ESSAP's unpaid debt, leaving it unable to supply water; ESSAP said it had paid part of the debt for Santaní (ABC Color). Include a storage tank and pump in any new house or building.

How are building plans approved in Santaní?

The Intendente approves the plans with their technical specifications and grants the municipal permit by resolution, citing Article 235 of Ley 3966/10, as seen in 2024 resolutions published on the national procurement portal. How good is road access to Santaní?

The city sits on Rutas PY03, PY08 and PY22, about 151 km from Asunción. Paved routes in San Pedro department were badly potholed in 2025, and the MOPC awarded a 24-month maintenance contract in November 2025 for 151 km of PY08 starting at the Rotonda Cruce 6000 in San Estanislao. Inside the city, some streets are still being paved with cobblestone to make them passable in all weather.

San Estanislao, widely known as Santaní, is in San Pedro department about 151 km from Asunción, with 46,405 residents in the 2022 census. ABC Color (2021) describes an economy based on agriculture, livestock and commerce, and La Nación (2021) reported that major banks and lenders had opened offices in the city, with yerba mate as the main product and soy and chía also grown. The city is a road junction on Rutas PY03, PY08 and PY22, and the MOPC's PY08 maintenance contract awarded in November 2025 starts at the Rotonda Cruce 6000 in San Estanislao (ABC Color).

Building in San Estanislao: What to Know

City water comes from an ESSAP treatment plant on the arroyo Tapiracuái; in October 2024 ANDE cut power to that plant over ESSAP's debt of more than G. 100,000 million, leaving ESSAP unable to supply water (ABC Color), so on-site water storage is a sensible design item. Many streets are still unpaved: a June 2024 municipal resolution approved cobblestone paving on a street in barrio Santa Clara expressly to provide all-weather streets. Regional roads are in poor shape; ABC Color described a road crisis in San Pedro department in November 2025, with deep potholes on paved routes after heavy rain.

Santaní is a commercial and banking center for central San Pedro, with an economy built on farming, ranching and trade (ABC Color 2021; La Nación 2021). Road investment is under way: the PY08 maintenance contract (about G. 99,177 million, 24 months) covers 151 km from San Estanislao north to Azotey and includes new asphalt layers, milling, crack sealing and drainage improvements (ABC Color, November 2025). Plan approval and the municipal building permit are granted by resolution of the Intendente, as in 2024 resolutions published on the national procurement portal.
