What approvals does a house in a San Bernardino gated community need?

MUVH vice minister Jorge Bosch said in January 2026 that projects in San Bernardino must pass municipal approval and follow the plan regulador (zoning plan). Gated communities and tourist developments also impose their own strict internal building rules; Arbórea Hills, for example, allows building on only 10% of each lot. Expect to satisfy both the municipality and the community's regulations before you build.

Can I build right on the lakeshore?

Be careful. Bosch said conflicts arise when developments try to privatize spaces that are public by law, such as the shores of Lake Ypacaraí. Confirm where the public shore strip ends and your lot begins before designing anything near the water.

Will my property have enough water in summer?

ESSAP said in August 2025 that San Bernardino's production was working at the limit of demand, and it announced new treatment modules and a reservoir to raise capacity to 1,100,000 liters per hour. It also started replacing worn pipes in September 2025, with a second phase of 3,000 more meters planned. Ask whether your lot is on the ESSAP network and consider on-site storage tanks.

San Bernardino Today

San Bernardino is a resort town on the shore of Lake Ypacaraí, founded by German and Swiss immigrants; it marked its 144th anniversary on 24 August 2025. It is the main summer destination for people from Asunción, and since the pandemic more families have moved there full time, which brought gated communities, chain supermarkets and restaurants that stay open all year (InfoNegocios, August 2025). Newer projects include Arbórea Hills, a 74 hectare development with 66 chacras (small country estates) on the Luque to San Bernardino road, reported in January 2026.

Building in San Bernardino: What to Know

Development has moved up into the hills around the lake, where new subdivisions focus on views and green surroundings; housing ministry vice minister Jorge Bosch tied that shift to doubts about bathing in the lake (January 2026). Water comes from ESSAP, which said in August 2025 that the town's 700,000 liters per hour production was at the limit of demand; it plans two new treatment modules by the lake and a 3,000 m³ reservoir to reach 1,100,000 liters per hour, and in September 2025 it began replacing 1,044 m of old pipe on Avenida Mbocayá, with a second phase of 3,000 m planned. Demand peaks in summer, when ESSAP runs an extended-hours service operation.

Why Investors Build in San Bernardino

Demand comes mainly from Asunción area families looking for a second home or a quieter first home, and gated communities here set their own strict building rules on top of municipal rules. A developer told InfoNegocios in January 2026 that it switched from standard 1,000 m² gated lots to larger chacras because of an oversupply of the standard product. A local business leader said in August 2025 that hotel capacity is quickly exceeded during large events. Access is improving: MOPC is upgrading 21 km of the Ecovía between Luque and San Bernardino and widening a 4.7 km access road from the PY02 in Ypacaraí (52% complete as of July 2026).
