How will a new house in Loma Plata get water?

Plan for your own storage. In September 2026 a piped water network within the city was still described as a priority, and the Puerto Casado aqueduct was out of service from December 2022 until ESSAP restored its first phase in March 2025. Homes in the area have traditionally depended on rainwater, so roof catchment and tanks are a practical baseline.

Is the power supply reliable?

Not yet. Chaco outages can last two or three days and many homes and businesses run generators. ANDE signed contracts in May 2025 for a 220 kV line through Pozo Colorado to Loma Plata, with 20 months allowed for the Loma Plata section, and the work was under way in February 2026. Size a backup system and check capacity with the local cooperative distributor.

What should a foreigner check before buying land here?

Check the title carefully. In September 2026 a local cooperative executive said some properties titled to the Chortitzer cooperative had been sold through prestanombres (straw buyers) to non-members and called for a long-term solution. Verify the registered owner and any cooperative conditions before signing, and confirm permits with the Municipalidad de Loma Plata.

Loma Plata Today

Loma Plata, founded in 1927, was the first Mennonite immigrant colony in the Chaco and lies about 450 km from Asunción, reached by a 22 km paved road off the Transchaco. It is the base of the Chortitzer cooperative (dairy, meatpacking, oils, cotton, logistics), which the mayor says generates more than 5,000 jobs, and the city had 11 banks and three financial cooperatives as of May 2026. It is the western end of the 277 km first stretch of the Bioceanic route from Carmelo Peralta, and it marks the centenary of its founding in 2027.

Building in Loma Plata: What to Know

Water is the main constraint. The aqueduct that carries water from the Paraguay River at Puerto Casado about 203 km to Loma Plata opened in 2020, soon developed structural failures and stopped working in December 2022; ESSAP brought its first phase back into service in March 2025. In 2022 ESSAP said Loma Plata had no distribution network, so aqueduct water was sold by tanker truck, and in September 2026 a piped potable water network within the city was still listed as a local priority. In 2020 the then mayor said residents had relied on rainwater. Power in the Chaco Central reaches users through the Chortitzer, Fernheim and Neuland cooperatives rather than directly from ANDE (as of 2022); outages of two to three days have led many users to buy generators, and ANDE signed contracts in May 2025 for a 220 kV line to Loma Plata, which was under construction in February 2026. About 50 km of streets have been paved through partnerships of the municipality, the cooperative and residents.

Why Investors Build in Loma Plata

People from eastern Paraguay keep arriving for jobs, which a local cooperative executive told Infonegocios in September 2026 is putting pressure on housing. The mayor said in 2025 that no more companies could set up for lack of power, so the 220 kV line is expected to open room for industry. Title is a known risk: the same executive said some properties titled to the Chortitzer cooperative have been sold through straw buyers (prestanombres) to non-members.
