What is the biggest risk when buying rural land near Horqueta?

Title. In September 2026 residents of Alemán Cue, about 60 km east of Concepción in the Horqueta area, said they still had no ownership documents for their 920 lots, even though INDERT allocated lots in December 2021, most families had paid toward titling and a judicial survey was done in 2023 (ABC Color). Confirm that a property has a registered title, not only an INDERT allocation, before you pay.

How is road access to Horqueta?

Horqueta is on Ruta PY05, with departmental roads D029 to Belén and D030 to Tacuatí. Última Hora reported potholes and fatal crashes on these roads in 2026. To the south, PY05 between Pozo Colorado and Concepción is being rebuilt in concrete, which should improve the trip toward Asunción through the Chaco once finished.

Who approves building plans in Horqueta?

The Intendencia of the Municipalidad de Horqueta approves plans, quantity sheets and technical specifications and grants the municipal permit by resolution, citing Article 235 of Ley 3966/10 (resolutions 313/2024, 17/2026 and 41/2026). Private projects need the same prior permit, so check current requirements with the municipality.

Horqueta lies on Ruta PY05 roughly 42 to 50 km east of the city of Concepción, with 39,548 residents in the 2022 census. The rural district has long-running land-tenure disputes: in September 2026 about 3,200 families in the Alemán Cue settlement, about 60 km east of Concepción, said they still had no ownership documents for the 4,200 hectares they have occupied for 37 years, despite INDERT lot allocations in December 2021 and a 2023 judicial survey (ABC Color). Also in September 2026, internal works began on a future health park, with walking paths, a sports track and a children's area, on an 8 hectare site owned by IPS in the city (ABC Color).

Building in Horqueta: What to Know

The climate is tropical savanna, with summer highs that can reach about 45 °C and the heaviest rains from November to January, so shading, ventilation and roof drainage matter as general design points. Secondary roads are rough: Última Hora reported a truck overturning in July 2026 after swerving around a pothole on the D030 toward Tacuatí, and fatal crashes in early 2026 on the D029 toward Belén and on PY05. Farther south, about 90 km of PY05 between Pozo Colorado and Concepción are being rebuilt with hydraulic concrete, the country's first road corridor paved this way, with work under way on two lots in May 2026 (La Nación).

Why Investors Build in Horqueta

Rural land is the main asset, and title quality is the main risk: the Alemán Cue case shows that families can wait years for title even after INDERT allocation and payment. Road investment in the north includes the concrete PY05 toward Pozo Colorado and a November 2024 decree authorizing loans of up to USD 185 million for the Concepción to Vallemí road (La Nación). The municipality approves plans and grants permits for its own works by resolution, as in 2024 and 2026 resolutions for cobblestone paving in the Capitán Sosa community, a sports field and a recreation area.
