Will a new house in Carapeguá connect to a sewer network?

A network is being built. MOPC tendered it in 2024 with CAF financing, the Junta de Saneamiento will operate it, and ABC reported that connection will be mandatory, with service to the sidewalk free but the household connection carrying a cost still to be set. As of June 2026 some sections were unfinished and not yet connected, so plan for an interim on-site system and ask the Junta de Saneamiento about the status on your street.

How good is road access from Asunción?

Carapeguá is about 85 km from Asunción on PY01. In July 2025 the stretch between Yaguarón and Carapeguá had large potholes that were damaging tires and axles. A 30-year PPP covering rehabilitation from Cuatro Mojones to Quiindy had been signed by January 2026, so expect road works along the route for some time.

Who approves building plans in Carapeguá?

The municipality. Paraguay's Ley Orgánica Municipal (Law 3966/10, Art. 235) requires prior municipal authorization to build, extend, renovate or demolish. Confirm the current requirements with the Municipalidad de Carapeguá before design work starts.

Carapeguá Today

Carapeguá is a Paraguarí town about 85 km from Asunción on Route PY01, known as the Capital del Poyvi for its textile crafts, including hammocks, tablecloths and garments of ao po'i and lace. It marked 300 years as a district on 14 May 2025. Its main current works are public: a sanitary sewer network financed by CAF (Development Bank of Latin America) and the rehabilitation of PY01 under a 30-year public-private partnership whose contract had been signed by January 2026.

Building in Carapeguá: What to Know

The town has long had no sanitary sewer system, and ABC reported in October 2024 that wastewater ran through neighborhood streets. The CAF-financed project, tendered by MOPC in 2024, also includes a treatment plant and improvements to the drinking water system, and the local Junta de Saneamiento (community water and sanitation board) is to operate the sewer network. As of June 2026 residents of barrio San Vicente reported sewage seeping from manholes that were not yet connected to the network and said parts of the works were unfinished. In July 2025 the PY01 stretch toward Yaguarón, around km 57, had large potholes; the PPP covers rehabilitation from Cuatro Mojones to Quiindy, with duplication only from Ytororó to Paraguarí.

Why Investors Build in Carapeguá

We found no current, credible reporting of foreign investment in Carapeguá. What changes the picture for an owner here is infrastructure: a sewer network expected to benefit about 20,000 families, starting with the urban core, and a rebuilt PY01 toward Asunción, both under way as of 2026. Visitors come for textile crafts, the Cerro Bogarín lookout and Mocito Isla, and there are tourist posadas both in the urban center and in the countryside.
