Who approves building plans in Alto Paraná?

Building permits are handled by each district's municipality, not by the departamento. In Ciudad del Este, for example, the permit checklists come from the Municipalidad's Dirección Área Urbana, División Obras Particulares. For other districts, confirm the office and its current requirements directly with that Municipalidad before you file.

Does flooding affect building sites around Ciudad del Este?

In some spots, yes. In October 2026 Itaipú expected the rising Paraná to back up into the arroyo Acaraymí and reach 12 to 15 homes in the low part of barrio San Rafael, and it noted that newer houses there had been built lower than older ones. ABC Color has also reported rain flooding, including the Lago de la República overflowing in 2015 and a street that floods every time it rains in 2019. Check a lot's elevation, drainage and flood history before buying or starting a project.

How do the new bridge and roads change where people are building?

The Puente de la Integración between Presidente Franco and Foz do Iguaçu opened in December 2025, and the Corredor Metropolitano del Este ring road from that bridge to Ruta PY02, through Presidente Franco, Los Cedrales and Minga Guazú, was under construction in January 2026. Capaco's regional chapter said construction was extending to the Minga Guazú boundary at km 12 and into municipalities along the new corridor. At the opening only empty trucks were allowed across at night as a trial, so check current traffic rules if your plans depend on the bridge.

Alto Paraná had 763,702 residents in the 2022 census, second only to Central, and its capital is Ciudad del Este. Its four main cities, Ciudad del Este, Presidente Franco, Hernandarias and Minga Guazú, held about 579,000 people combined in 2022 and are treated by local brokers as one metropolitan area. The Alto Paraná real estate brokers' association said in July 2024 that the area had averaged three to four large apartment developments (more than 30 units) per semester over the previous two years, and the regional chapter of the Cámara Paraguaya de la Construcción (Capaco) said in January 2026 that building was spreading toward Minga Guazú, Presidente Franco and new logistics parks.

Building in Alto Paraná: What to Know

The Paraná River forms the departamento's eastern edge, and Hernandarias hosts two of the three hydroelectric plants operating in Paraguay, including Itaipú. River level matters near the shore: in October 2026 Itaipú warned that the rising Paraná, backing up into the arroyo Acaraymí, could climb another 2.5 to 3 m and reach 12 to 15 homes in the low part of barrio San Rafael in Ciudad del Este, where new houses had been built at lower elevations than before. Heavy rain also floods some city streets; ABC Color reported the Lago de la República overflowing in November 2015 and a street that floods every time it rains in December 2019.

Why Investors Build in Alto Paraná

Cross-border traffic is the main draw: the Puente de la Amistad carries about 30,000 vehicles a day between Ciudad del Este and Foz do Iguaçu, and a second bridge, the Puente de la Integración, opened from Presidente Franco in December 2025 (EFE). Capaco's regional chapter said in January 2026 that Brazilian businesspeople were moving into both real estate and industry and that small apartments for Brazilian students were a key segment. In Minga Guazú, the US$6.3 million Parque Tecnológico Inteligente Taiwán-Paraguay, with 93 industrial lots, was authorized to operate in February 2025.
