When will the Carmelo Peralta to Porto Murtinho bridge open?

As of late July 2026 the two sides of the 1,294 m bridge had been joined and the work was about 90% complete, with concreting and paving still to do. In October 2025 the MOPC put completion in the second half of 2026, but no opening date had been announced. Plan any project that depends on bridge traffic with that uncertainty in mind.

Can I get materials to a site in Alto Paraguay year-round?

Not reliably. Heavy rain floods the unpaved roads, as in April 2026 when the main road from Fuerte Olimpo and Bahía Negra to the Bioceanic route turned into streams within a day, and Bahía Negra was cut off for 42 days in 2024. Schedule deliveries for dry periods and keep material stock on site.

Is there enough power for new buildings in Carmelo Peralta?

Power capacity is a known limit. In July 2026 the mayor said that without more energy the area could not develop industry, and that the national government was tendering a new ANDE substation to increase supply. Check with ANDE on available capacity before designing anything with large electrical loads.

Alto Paraguay is the northernmost Chaco departamento, bordering Bolivia and Brazil, and with 17,195 residents in the 2022 census it is the least populated in the country. Its main project is the Bioceanic bridge between Carmelo Peralta and Porto Murtinho, Brazil, a 1,294 m structure financed by Itaipú, whose two sides were joined in late July 2026 with concreting and paving still pending before opening. The mayor of Carmelo Peralta says the town grew from about 500 families to more than 5,000 residents in a decade on the back of the works (InfoNegocios, June 2026).

Building in Alto Paraguay: What to Know

Heavy rain regularly cuts land access: in April 2026 more than 500 mm fell in the worst areas, and within a day the main road linking Fuerte Olimpo and Bahía Negra to the Bioceanic route turned into streams because it lacks raised embankments and drainage. Bahía Negra was isolated by land for 42 days in early 2024 and has had no regular boat service since 2023. The state aqueduct for the central Chaco takes raw water from the Paraguay River at Puerto Casado, and in July 2026 the mayor of Carmelo Peralta said the government was tendering a new ANDE substation to increase power supply.

Why Investors Build in Alto Paraguay

Investor interest is focused on Carmelo Peralta, where the bridge will create a road link to Brazil on the Bioceanic Corridor; a local merchant reported more people coming to buy property since 2025, and the mayor said the town's urban development plan was approved by the environment ministry (Mades). The municipality plans 60 hectares for nature tourism plus areas for shopping tourism and industry, and officials cite fishing and ecotourism at the entrance to the Pantanal as main sources of work.
